In a stunning revelation of politicized intelligence under the Biden administration, a 2021 Central Intelligence Agency (CIA) assessment explicitly framed the promotion of traditional motherhood and homemaking as a gateway to “white racially and ethnically motivated violent extremism” (REMVE).
The document, titled “Women Advancing White Racially and Ethnically Motivated Violent Extremist Radicalization and Recruitment,” was quietly retracted on February 20, 2026, by CIA Director John Ratcliffe as part of a broader purge of 19 biased intelligence products that failed basic standards of objectivity.
America First Legal broke the story in a viral X thread exposing how the Biden-era CIA diverted critical resources away from genuine foreign threats to surveil and stigmatize American women who celebrate family, home, and motherhood.
The assessment asserted that women have emerged as “key players” in the transnational REMVE movement. It stated:
“Female members abroad have been emerging as prominent players in the transnational white racially and ethnically motivated violent extremist (REMVE) movement, spanning traditional motherhood-focused roles aimed at advancing white REMVE goals.”
Crucially, the report did not limit its scope to individuals who openly advocate violence. Instead, it targeted “REMVE-sympathetic” actors—those who “may not openly advocate violence” but amplify narratives about “perceived threats” from multiculturalism, globalization, and demographic change. One such narrative singled out for scrutiny: the idea that motherhood and homemaking represent “women’s most important responsibility.”
The document further linked these views to the “Great Replacement” theory, noting how some extremists encourage larger families among white populations to preserve ethnic demographics—casting pro-natalist, traditionalist messaging itself as a form of radicalization and recruitment.
Screenshots from the report shared by America First Legal show the agency treating everyday cultural commentary—praising homemakers, questioning mass immigration’s impact on birthrates, or rejecting radical feminism—as potential indicators of extremism.
This CIA product did not emerge in isolation. America First Legal connected it to a larger pattern:
- Attorney General Merrick Garland’s infamous October 2021 memo directing federal law enforcement to treat concerned parents at school board meetings as potential “domestic terrorists.”
- A whole-of-government push linking “disinformation” on family, gender, and cultural issues to domestic terrorism threats, involving the FBI, DHS, Department of State, and CIA.
- Coordination with Big Tech and even foreign governments to censor Americans who dissented from progressive orthodoxy on these topics.
As the thread noted, “Motherhood and homemaking may be added to the list of other everyday behaviors that made everyday Americans’ radicalization suspects’ under the Biden Administration.”
The report even profiled hypothetical individuals (using pseudonyms like “Courtney” as a “budding conspiracy theorist” and “Pete” as an “Anti-gov/authority Abusive Parent/Stepdad”) to illustrate how traditional views could supposedly feed into extremism.
The Trump administration’s decision to retract the document—and 18 others like it—was described by the CIA as necessary because the products “did not meet CIA and IC analytic tradecraft standards and failed to be independent of political consideration.”
For decades, American intelligence agencies focused outward—on foreign adversaries seeking to harm the United States. Under Biden, the intelligence community was turned inward against its own citizens, pathologizing mainstream conservative and traditional values as security threats.
Promoting strong families, encouraging women to embrace motherhood, and raising concerns about cultural erosion were reframed not as protected speech or personal choice, but as dangerous extremism.
